About us
What we do
The Tennessee Foster and Adoptive Care Association is a non-profit organization that functions as an advocacy support group for resource parents throughout the state of Tennessee. We encourage and motivate foster and adoptive parents, as well as any other interested member of the community, to work together to promote the general welfare of foster children. We assist in communications between foster and adoptive parents and others concerned with the growth and development of foster children. First and foremost, we are spokespersons for foster and adoptive parents and the children under their care and custody.
Membership is open to all foster or adoptive parents, employees of the Tennessee Department of Children’s Services, and citizens concerned about the wellbeing of foster and adoptive parents and children. If you would like to become a member of the TFACA, please complete an application for membership. Active members must pay annual dues, and will have the right to vote and be eligible for election as officers or directors of the TFACA.
The TFACA is in compliance with the Title VI of the Civil Rights Act of 1964, where no person shall be excluded from participation in, be denied the benefits of, or be subject to discrimination based on race, color, or national origin.
A Message from the President
Dr. Kiana Johnson, President, TFACA
Dear Foster and Adoptive Families,
Welcome to the newly reimagined Tennessee Foster and Adoptive Care Association (TFACA). Whether you're a longtime member or just getting to know us, I’m honored to personally welcome you into a new era of our organization—an era rooted in advocacy, unity, and action.
Over the past year, our board and leadership have taken a hard look at who we are and where we’re going. What became undeniably clear is this: our families need strong, consistent advocacy—now more than ever. From legislative decisions that affect funding and services to day-to-day challenges with systems and support, foster and adoptive families need a champion. TFACA is stepping forward to be that voice.
We’re Rebranding with Purpose
This is more than a new logo or a refreshed website. It’s a renewed commitment. We are reshaping TFACA to be a powerful platform where your experiences, concerns, and hopes guide everything we do. Through our weekly Advocacy Blog, you’ll hear directly from me and other members of our leadership team about the issues impacting us—from new bills at the state level to community-driven solutions. And we’re not just talking—we’re training.
This year, we will launch advocacy workshops, legislative literacy sessions, and tools for lobbying so that you, too, can be a part of shaping the policies that shape your family’s life.
What’s Ahead
As we move forward, here’s what you can expect from TFACA:
A stronger connection with state and regional legislators
Regular opportunities for foster and adoptive parents to share feedback, submit concerns, and contribute to shaping policy
Workshops and trainings to empower you to advocate at the Capitol or in your own community
Transparent communication from our leadership, including frequent blog posts, newsletters, and regional updates
We are also proud to partner with the Tennessee Department of Children’s Services (DCS) to build a more responsive, informed system of care—where foster parents are not only heard, but trusted as partners.
Join the Movement
This rebrand is not just about TFACA—it’s about you. It’s about us. Every foster parent, every kinship caregiver, every adoptive family in Tennessee deserves to feel supported, informed, and empowered. We will stand with you in courtrooms, in policy rooms, and in living rooms—wherever your voice needs to be heard.
The future of foster care in Tennessee will be shaped by those who live it every day. That means you. And we’re here to make sure your voice carries.
With gratitude and determination,
Dr. Kiana Johnson

Regional Directors (Paired Model)
To strengthen our support network and ensure consistent advocacy across Tennessee, TFACA’s Regional Directors now serve in collaborative pairs for each designated region. Together, they:
· Coordinate Local Outreach & Support
Plan and facilitate regional meet-ups, training workshops, and peer support groups for foster parents and kinship caregivers.
· Partner with Local Foster Parent Associations
Collaborate closely with area-specific foster parent groups to align efforts, share resources, and amplify grassroots advocacy initiatives.
· Serve as Policy & Resource Liaisons
Track state and county policy changes, communicate updates to caregivers, and connect families with vital resources—legal aid, mental health services, respite care, and more.
· Champion Foster Parent Voices
Collect feedback, concerns, and success stories directly from the caregiving community; present these insights to TFACA leadership and state partners to shape advocacy efforts.
· Foster Collaborative Leadership
By working in pairs, Regional Directors ensure continuous coverage, share best practices, and provide one another with peer-to-peer mentorship—delivering stronger, more responsive support to every foster family.
